AGROINFO – In the morning of 28 November, 2007, at the meeting hall of the Women and Development Center (No.20, Thuy Khue, Ba Dinh, Hanoi), Ministry of Agriculture and Rural Development (MARD) conducted a workshop on “Framework for Five Year of Agriculture and Rural sector” which was chaired by MARD’s Vice Minister Bui Ba Bong.
The workshop was conducted within the technical assistance of the “Monitoring and Evaluation System in Support of Management in Agriculture and Rural Development Sector” project granted by the Government of Switzerland via Swiss Development and Cooperation Agency (SDC) in Hanoi. Attendants to the workshop were delegates representing for Planning and Finance Department of Ministry of Labor, Invalid and Social Affairs (MOLISA), Institute of Policy and Strategy for Agriculture and Rural Development (IPSARD) of MARD, Institute of Strategy for Industrial Development and non-governmental organizations such as SIDA, World Bank,...
The five-year plan (2006-2010) was developed by MARD and submitted to the National Assembly for approval in 2005. However, currently, there are remarkable changes and new factors emerging in the Global economy and in Vietnam, for example the official WTO membership of Vietnam, the need for integration and strengthening of competitiveness of the agricultural sector; in addition to the merger of the Ministry of Fisheries and Ministry of Agriculture and Rural Development. All these changes require prompt updates and adjustments to the approved sectorial development strategies and plans, in order to enable the integrated monitoring, steering and management of the sector. At the workshop, participants raised comments on the revised five-year plan focusing on strategic targets, programs and indicators that need to be developed for monitoring the implementation of the set out objectives. In views of participants, it is important to pay more attention to a number of issues in the five-year plan such as the enhancement of socio-economic development for remote regions, the job training, improvement of management capacity of officials who implement the programs and renovation of the administrative management practices in the agriculture and rural development sector...
