Could you tell us about the objective of this recruitment?
Mr. Pham Quang Dieu: Under the present intensive integration and vibrant businesses, labor, especially the grey-matter, has become important asset determining failure or success of one organization. At present, public institutions are facing difficulty in looking for and maintaining talented persons since significant changes in business are forcing enterprises to carry out “labor hunting” plans which provide with special privileges in order to maintain their existence and growth. The objective of this recruitment is to select people who are capable to keep leading positions in centers, research, financial and accounting divisions. IPSARD is currently under the personnel and operational transformation process and has established a number of new centers that urgently requires establishment of a new personnel-frame in order to guarantee for a smooth operation. This recruitment plans to select 15 persons, among whom 13 will work in researching and 2 in financial and accounting units.
What is the new thing in this recruitment?
Mr. Pham Quang Dieu: Our recruitment was implemented in accordance with Decree 116/CP and Circular 10 of the government on recruitment, use and management of officials and staff with examination given to all candidates on professional, foreign language and computer subjects. However, the major difference is that we are now moving towards the autonomous and self-accountability mechanism and therefore we are the first to carry out personnel recruitment following the Decree 115.
Previous examinations as applied by a wide range of institutions often asked candidates on topics concerning to administration, staffing, public organizations…something far from actual demands of these institutions. This had resulted in the fact that employers were unable to select proper persons who could do the jobs as demanded by them.
Our recruitment this time was based on specific demands of professional divisions and centers and this helped us to develop suitable examination contents, which contain with necessary topics relating to public policy, development economics, agricultural economy, natural resources and environment… The recruitment council was also participated by heads of divisions and centers who directly raised questions to the examinees. This is important as it allows labor users to select proper persons and be fully responsible for such selection.
The primary objective of this recruitment is to develop a leadership apparatus. Does this mean that the late comers would have no opportunities to be promoted?
Mr. Pham Quang Dieu: Leaders of IPSARD come up with the agreement that opportunity is given to everybody. Those who are good at researching will become holders of researches or programs and those who are good at management will become managers of professional divisions and centers. The early selected persons should not continue their leading positions if they are found professionally incapable or fail to carry out management jobs. We are implementing the “in-and-out” mechanism. The majority of the candidates coming to our examination this time are professionally qualified, hold international-level certificates and have a lot of experiences in Vietnam.
So, what should be done to keep the selected persons to stay long with the institute despite the fact that there are a lot of things attracting them from outside?
Mr. Pham Quang Dieu: The institute is providing equal and competitive opportunities to every one and the rest is how these opportunities are well realized by selected persons. The institute is receiving financial supports from a number of projects, including FORD fund, to pay salaries of market-rate, up to 1500 USD person/month, plus with training assistance. So far, a series of short and long term, domestic and international training courses have been conducted to the staff of the institute, especially to those who are young and professionally competent and prospective, by qualified and leading national and international specialists. The institute has provided a large number of scholarships for those who are trained to be masters or doctors of science in the country and oversea and will soon start building up a working environment of regional standards to be equipped with communication, travel, scientific publication facilities… Since everything goes smoothly, a special support regime of international standards will be developed for talented persons.
It is understood that on August 16, the “IPSARD’s employment day” was organized to attract the participation of talented and qualified students, who come from leading universities in Hanoi. This event was disseminated by press and television. Is this true that the recruitment this time does not aim at the normal students?
Mr. Pham Quang Dieu: As I mentioned earlier, this recruitment aims to build up a new personnel framework for the institute and centers to meet the sectoral and ministerial requirement. This is an urgent task and should be implemented immediately. The “IPSARD’s employment day” organized in Bao Son hotel, Hanoi, is in fact a dialogue between the institute and students helping us to understand better on the needs of the students and the students understand better on us. The event was our kick-off effort to seek for talented persons from universities. We plan to extend the staff number from 120 presently to 200. Our upcoming recruitment will aim at students who have graduated from oversea and professionally qualified students from leading universities of the country and key experts. We are carrying out in consistent manner the recruitment on the basic of combining three methods: selection of CVs; examination; and job testing, in which the third plays a decisive role in the selection.
