Department of Rural Institution is an research unit under the Institute of Policy and Strategy for Agriculture and Rural Development (IPSARD). Our function is to do research and propose policies for rural institutions development to the Government & Ministry of Agriculture and rural development; analyze and assess the impacts of the policies on rural institutions’ development. We also have the function of supporting, advising and providing services related to developing forms for rural and ariculture enterprises, cooperatives, farms, households, etc. We have been executed many researches and offered advice for policies formulation to support the development of rural institutions.
Enterprises in agricultural and rural sector have played important role in the process of economic development of the country and in rural areas in particular. Agricultural and rural enterprises is not only a place to create stable jobs for rural workers but also contribute to sustainable poverty alleviation, increase rural living standard, reduce income disparities between urban and rural areas, and ensure social security.
Although the potential for development of rural enterprises in Vietnam is very large, the development of enterprises in agriculture and rural sector is still limited, fragmented and not commensurate with the existing potential. For agriculture and rural development and improving farmer income, there is an urgent need of effective solutions to overcome existed difficulties, obstacles and promote rapidly enterprises investment and development in agriculture and rural sector.
In the context of the project “Study for policy recommendations to support for development of small and medium enterprises in agricultural sector – phase 2 and 3” funded by Spanish government, the Division of Rural Institutions has conducted a research activity on “Impacts of investment environment on performance of agriculture and rural enterprises” in order to analyze and ascertain difficulties on mechanism, policy and other factors affecting to enterprise performance efficiency, therefore, to propose policy recommendations supporting for development of agriculture and rural enterprises in coming years.
To support effectively for the research activity, the Division of Rural Institutions needs to recruit 01 expert for data processing and report writing.
a) Job description:
· To overview current performance of agriculture and rural enterprise
· To analyze investment environmental impacts on enterprise performance efficiency
· To propose recommendations for improving investment environment to support agriculture and rural enterprise development.
b. Expected responsibility:
· Overview current performance of agriculture and rural enterprises and analyse investment environmental impact on these enterprises’ performance efficiency base on data processing from 3 main database sources: i) Agriculture and rural enterprises survey in 2009 conducted by General Statistics Office (GSO) and Institute of Policy and Strategy for Agriculture and Rural Development (IPSARD); ii) Investment Environment Survey in 2009 conducted by GSO and IPSARD; and iii) Field survey in Nam Dinh and Thai Binh provinces conducted by IPSARD in 2010.
· Write a comprehensive report on impacts of investment environment on performance of agriculture and rural enterprises and propose appropriate recommendations for investment attraction in agriculture and rural sector.
· Participate in symposia or workshops (will be conducted by the Division of Rural Institutions - IPSARD) for the research improvement.
· Collaborate with staff of the Division of Rural Institutions for information exchange, problem discussion, and necessary supports during the work.
c) Requirements:
- Master degree (or higher) in economics, agricultural economics, public policy management, rural development, econometrics.
- An expert should have at least 05 years of working experience in policy analysis on agriculture and rural sector, agriculture and rural investment, or relevant field of study.
- An expert should have experience in econometrics application for policy analysis.
- Fluency in English
- Priority given to an expert who is fond of supporting SMEs in agriculture and rural area.
- Ability for independent and group working.
d, Working mechanism
Working time: Expert is recruited to work within 50-60 days from December 2010 to June 2011.
Salary:
The expert will enjoy the monthly salary based on the EU-UN cost norm, with income tax included.
