AGROINFO (5/9/2007) In the afternoon of 4 September, 2007, Vice-Minister of Ministry of Agriculture and Rural Development (MARD), Vu Van Tam visited Institute of Policy and Strategy for Agriculture and Rural Development (IPSARD). The Vice-Minister was accompanied by Mr. Hoang Kim Giao, Deputy Director of Department of Livestock Production (DLP) and other MARDs officials.
Vice-Minister Vu Van Tam, acted formerly as Vice-Minister of Ministry of Fishery, has been appointed by the government as Vice-Minister of MARD, in-charge of livestock sector and administration reform.
At IPSARD, Vice-Minister Vu Van Tam was received by Directory Board, heads of professional divisions and the staff.
On behalf of IPSARDs leaders and staff, Director, Dr. Dang Kim Son congratulated Vice-Minister Vu Van Tam on his new position and thanked him for selecting IPSARD as a first institution to pay a visit to since he officially received a new assignment of MARD.
After a short introduction on IPSARDs organizational and personnel structure, its working conditions and initial results recorded in transforming operational mechanism based on Decree 115 of the government, Director, Dr. Dang Kim Son briefed about the general developmental status of Vietnams livestock sector, the challenges the sector was facing and recommended MARDs leaders with a number of proposals on developing the livestock sector under the current international integration process.
Vice-Minister Vu Van Tam highly appreciated the initial results recorded over a short period of time by IPSARD and its valuable proposals made to the livestock sector. Vice-Minister raised a number of questions dealing with responsibility and capacity of IPSARD and its subordinated divisions in participating in policy and strategy making. His questions also dealt with the quality of administration reform in general and administration reform in the field of scientific research and technology in particular.
Director, Dr. Dang Kim Son affirmed that with functions and duties given by MARD, leaders and staff of IPSARD have been fully aware of and effectively carrying out the three major tasks, including conducting basic scientific researches, acting as a think-tank for MARD and providing social consultancy, in which the second is holding a top priority. In his opinion, to successfully carry out these tasks, breakthroughs must be created in administration reform, research and technology, in which creating incentives and strengthening professional capacity of researching staff should be given with due attention.
Vice-Minister Vu Van Tam expressed his confidence in the ability of IPSARD in completing policy advisory tasks given by MARD. Dr. Dang Kim Son thanked the Vice-Minister and MARDs leaders for their attention and encouragement, confirming that IPSARD would do its best to fulfill all tasks given by MARD.
