Climate change is one of the biggest challenges for the humanity in the 21st century. The climate hazards and other calamities are worldwide increased in both frequency and severity.

The climate change has affected to the livelihoods of billions of people on earth, of which, poor people is the most vulnerable and difficult to cope with impacts from climate change. “Climate change will become a threat to the humanity. However, the poor people who are not responsible at all for our ecological debt are the first be suffered with earliest and most serious losses."

| Mekong Delta, where strongly affected by climate change |
Vietnam is the one who is inevitably affected from these threats. Even more, Vietnam is one of the most affected countries by climate change in Asia - Pacific and also worldwide: in case of the temperature of the Earth increase more than 2 ° C, water sea level rise more 1m, there will be 22 million people have to move their living areas and about one fifth of the population in Mekong Delta will lose their homes and 45% of agricultural land in the Mekong Delta will be destroyed. In the meantime, Vietnam is an agricultural country with the poverty rate in 2008 still accounts for 13.5%, the poverty rate in the Mekong River Delta is 11.1%. Although the poverty rate is not high but the absolute number of poor households in the Mekong Delta region remains very large: the poor households in 2007 was 513,667 households, of 16.7% poor households of the whole country, just only lower than the North Central region.

Mekong Delta is a low-lying plain where is a major agricultural production areas of Vietnam and most of the poor of people here lives directly or indirectly associated with agriculture production. In the recent time, climate change has broken through the agricultural system and increased drought, temperatures and more and more erratic rainfall, high salinity risk causing great damages to agricultural production. Rice yield is expected to decrease of 9% if no measures positive will be applied, production land areas are shrunk - corresponding with fewer job for the poor and higher rate of poverty if no appropriate measures are quickly applied.
Determination to response with climate change
Against poverty and climate change adaptation and mitigation are globally concerned. There are many international organizations have actively attended in this war. International Development Research Centre (IDRC) is the one has supported the Ateneo de Manila University a research project title "Science and Technology Innovations for the Base of the Pyramid in Southeast Asia" (iBoP) with one of its targets is to help the poor to response to climate change.

The project includes one subproject with title of "
Livelihood strategies to adapt the climate change for poor households in the Mekong Delta" in case study at Ben Tre province. This subproject has been implemented by the research group of Institute of Policy and Strategy for Agriculture and Rural Development (IPSARD) in 2010. In the context of climate change is being a hot problem with strong impacts to human life, this was highly appreciated by IPSARD
