AGROINFO- On 12 April 2007, the Institute of Policy and Strategy for Agriculture and rural development (IPSARD) collaborates with “Tia sang” newspaper to organize the seminar on “Agriculture, Rural areas and Vietnamese farmers in the process of industrialization and integration”.
In order to prepare to policy process for agriculture rural development in the new period, on 12 April 2007, the Institute of Policy and Strategy for Agriculture and rural development (IPSARD) collaborates with “Tia sang” newspaper to organize the seminar on “Agriculture, Rural areas and Vietnamese farmers in the process of industrialization and integration”.
After 20 years implementing economic reform, the Vietnam’s economy has recorded remarkable achievements in developing national economy, national construction and in particular in agriculture and rural development. It is particularly noted that Vietnam has been internationally recognized as a country mostly succeeding in poverty alleviation. The poor percentage dropped by half, from 57% in 1993 to 29% in 2003 (GSO and WB, 2004). However, Vietnam is still an agricultural production country with low living standards of its population. The GDP per capita is around 600 USD per year (552 USD/year, according to studies of IMF). The rural population shares over 77% of the country’s population and rural labor takes 66% of the national labor. The transforming national economic structure and releasing labor from agricultural sector have been moving slowly and unevenly among the regions. There has been a slow progress in technology application and renovation. The disparities in incomes and labor productivity between rural/agriculture and other sectors are deepening. In the deeply international and regional integrations, the country is facing even more challenges. Vietnam needs a new policy for agriculture and rural development.
In the workshop, the presentations of the central management offices, the specialists on agriculture and rural development, the enterprises, the Institutes and some localities have given different opinions to the research.
Being the think-tank of the Ministry of Agriculture and Rural Development (MARD), IPSARD will continue to gather opinions of the different actors in the policy process for agriculture and rural development.
