(i) Why did Vietnam in 2005 export more than 5.2 million tons of rice, an increase of over 1 million tons as planned despite the unfavorable conditions encountered by the agricultural sector?
In 2005, although severely impacted by natural calamities and diseases, Vietnamese agriculture continued to achieve good results in rice export with more than 5.2 million tons, an increase of over 1 million tons comparing to the year 2004 (4.05 million tons).
This achievement raised a question on a real capacity of Vietnam in rice production and export, especially on the relationship between rice export and domestic food security. What is the scientific foundation of the policies regulating rice export and food security of the country in the years to come?
In responding to this question, within the framework of the scientific research program in 2006, the research team of the Strategy and Policy Division of IPSARD has conducted an analysis on the rice supply-demand model in Vietnam. The analysis aims to answer the following specific questions:
(i) Why did Vietnam in 2005 export more than 5.2 million tons of rice, an increase of over 1 million tons as planned despite the unfavorable conditions encountered by the agricultural sector? (ii) Which factors have directly impacted on the current capacity of Vietnam in rice production and export? (iii) Can Vietnam export 5 million tons of rice in 2006 as set forth in the plan?
The initial results of the research have provided useful information not only for the agricultural sector management but also the policy regulating rice export for the time to come.
