I. INTRODUCTION
Agriculture is the important sector of our country. Although agriculture accounts for only about 15% of agricultural GDP, it attracts over 9 million households with about 21 million workers. The agricultural sector holds about 24.5 million hectares, accounting for approximately 74% of the country's natural areas, and works as the livelihood of a large population of our country.
Subjects of agricultural production are the creatures which are inextricably linked with natural conditions, ecology and distributed throughout the country. Agriculture is the production sector having the low income but facing three risk categories: (i) the market risk of price fluctuations and inflation, (ii) the resource risks such as: land movement in the direction of reduction, the likelihood of floods or lack of production water caused by poor water management and infrastructure; risk in the preservation process; risks of organization and management; risk of credit line and payment delay; risk of indiscriminate fertilizer use; risk of isolation from market and information (iii) risks in the production process: Natural disaster risks (most of them are huge); risk of epidemic disease. Risks in agricultural production are huge and can be limited only by the efforts of the whole society due to the agricultural insurance market. In particular, both state enterprises and farmers must have positive actions for this market.
Experiences from agricultural insurance performance in some foreign countries and the self-practices in Vietnam show that the implementation of agricultural insurance will bring the following benefits: Firstly, restoring and maintaining stable financial capacity, reducing the mental anxiety of organizations and individuals after the occurrence of insurance events due to compensation; Secondly, supplementing for social insurance programs conducted by State, thereby reducing the burden on the state budget and improving the efficiency of social resource allocation. Thirdly, promoting trade, business and production because farmers can be assured that they will gain financial protection from insurance companies due to their participation in agricultural insurance. Fourthly, creating the channel of capital mobilization for investment, promoting the development of capital market. Fifthly, working as the effective tool to manage risk effectively through the pricing, risk transfer, fund contribution to pay for losses and damages. Sixthly, improving the level of education, awareness and responsibilities of people for their production activities and society.
The benefits of agricultural insurance performance indicate that it is important and urgent to encourage the agricultural insurance development in the context of market economy and global economic integration. In the project "Tam Nong" (agriculture, farmers and rural area), Ministry of Agriculture and Rural Development has asked for insurance policies to farmers. In fact, the Ministry of Finance is currently piloting the agricultural insurance in some local areas. In recent years, the social insurance has been concerned by many local researchers, leaders and policy-makers; the development of insurance market has become the topical issue. The following big questions are being discussed: (1) what is the level of agricultural insurance market development? (2) Why does the agricultural insurance market of Vietnam develop slowly? (3) What are the mechanisms and policies that can create strong driving force for the development of agricultural insurance market in Vietnam? ...
It can be found that although there have been local research activities related to the agricultural activities, no study seems to be profound in theoretical base and practices for agricultural insurance policies of Vietnam. Hence, it needs a deeper study to establish the scientific base and propose the orientations. Recognizing that the content is suitable for the objective of strengthening communication capacity to support the development of agricultural SMEs of the project "Study on policy recommendations to support for development of small and medium enterprises in agricultural sector” – phase 2 and 3, funded by Spanish Agency for International Development Cooperation, Project Management Board will hire experts to review, systematize the current agricultural policies and then propose policy orientations to encourage the service development in Vietnam.
II. OBJECTIVE
To propose scientific bases and agricultural insurance policies in Vietnam
III. TASKS
1. Researching the scientific bases of agricultural insurance policies in Vietnam
2. Researching the overview of agricultural insurance policies of 3 country types: developed countries, developing countries, transition countries having similar conditions with Vietnam in order to draw experiences applicable to Vietnam
3. Assessing the potential risks in agricultural production of Vietnam
4. Analyzing and evaluating the current status of existing measures related to agricultural insurance policies in Vietnam; focusing on 3 products: rubber, dairy and rice.
5. Providing policy recommendations to promote agricultural insurance service in Vietnam

01 report on reviewing agricultural insurance policies and proposing policy orientations to encourage agricultural insurance service in Vietnam
V. TERMS OF IMPLEMNTATION
From 09/2011 to 12/2011
The final report must be submitted no later than December 31st 2011
VI. BUDGET
Budget: 30 days * 2,500,000 dong/day = 75,000,000 dong
In words: Seventy five million dong only

VII. REQUIREMENTS
· Having master degree in agriculture, fisheries, economics and at least 05 years of experience in agricultural and rural development; preferring the candidate having experiences in agricultural insurance area.
· Having experiences in providing technical support in policies, especially agricultural development policies
· Having excellent skills of generalization and analysis and experiences in collaborating effectively with Government and other partners;
· Grasping systems and procedures of Vietnamese Government
