In the morning of September 9th, 2007, Professor, Dr. Tran Van Tho, who come from Waseda University (Tokyo) visited AGROINFO.
The purpose of the visit was to study activities being implemented by Information Center (AGROINFO) and Institute of Policy and Strategy for Agriculture and Rural Development (IPSARD) and recommend a number of research proposals within JICA Fund (Japan) framework to be conducted in collaboration with AGROINFO and IPSARD.Dr. Tran Van Tho had talk with Mr. Pham Quang Dieu, director of AGROINFO on the book published in Japanese language, which reviews 20 years of Doi Moi (renovation) in Vietnam.
The visit was crucially important. It provided AGROINFO and IPSARD an opportunity to establish a partnership with JICA who currently runs some financing activities in Vietnam.
About Professor, Dr. Tran Van Tho Professor, Dr. Tran Van Tho was born in 1949 in Quang Nam province. In 1968, he left for Japan to study at university and later on attained a doctoral degree in economy in Hitotsubashi University (Tokyo). After working at Japanese Center for Economic Research (JCER) and teaching at Obirin University (Tokyo), he became a lecturer of Waseda University (Tokyo) since 2000.
Dr. Tran Van Tho has also participated in conducting researches, language studies and made a great deal of policy recommendations to governments of Vietnam and Japan.
In Japan, he was a member of National Economic Advisory Council for some Japanese Prime Ministers, acted as advisor to many of Japan’s governmental bodies, such as Research Institute for International Investment and Economic Development, which is under State Bank for Import and Export, and Institute for Financial Research and Economic Development under Japan Bank for International Cooperation (JBIC), etc. In 1998, he was invited to be a member of Japanese Forum for International Relation Study. In 1999, he was elected as a leader to be in-charge of policy study of this Forum. The report of the research group was submitted to Prime Minister Mori Yoshiro in May, 2000 comprising suggestions on the selection of Asian development strategies under the globalization. In 2003, he was invited by JBIC to act as a chairman of ODA-funded projects assessment committee relating to the development of transport infrastructure in Northern Vietnam.
In Vietnam, he ever acted as a member of Economic Reform Committee led by former Prime Minister Vo Van Kiet (1993-1997) and an advisor to Policy Study Group led by former Prime Minister Phan Van Khai. He initiated and encouraged the establishment of Vietnam’s Asian-Pacific Economic Center which is based in Hanoi, Da Nang and HCM city and is now acting as Chairman of its Executive Council. Professor, Dr. Tran Van Tho regularly writes articles for some Vietnamese newspapers such as Thoi bao Kinh te Saigon (Saigon Economics Time), Tuoi Tre, Thanh Nien, Tia Sang… and many times taught at National Universities of Hanoi, HCM city and Da Nang.
