As a federal enterprise, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH support the German Government in achieving its objectives in the field of international cooperation for sustainable development. GIZ is currently engaged in three priority areas: 1) Vocational training; 2) Environmental policy and sustainable natural resource use; 3) Energy.
The Project "Strategic mainstreaming of ecosystem-based adaptation in Viet Nam (EbA)" supports the Ministry of Natural Resources and Environment (MONRE), its Institute for Strategy and and Policy on Natural Resources and Environment (ISPONRE) and other main stakeholders to develop innovative strategies for ecosystem-based adaptation to climate change. EbA wil especially be introduced into land-use and development planning. Project components will consist in (1) capacity building on EbA, (2) pilot measures and up-scaling experiences, (3) policy framework and financing Eba measures, (4) networking and learning. The project will work in Ha Noi and in the provinces of Ha Tinh and Quang Binh.
The project is looking for qualified local candidates to fill the following position:
Senior Project Officer
for capacity development and global networking
Duty station: Ha Noi with possibility for traveling in country and abroad
Duration: January 2016 until December 2017
Main responsibilities:
- Coordinates the capacity development and training activities of the project, aiming at mainstreaming Ecosystem-based adaptation (EbA) in Vietnam
- Acts as liaison officer between the GIZ EbA Project Vietnam and the GIZ Global EbA Project based in Germany as well as the other EbA projects under the Global EbA Project’s core partner countries (Peru, Mexico, the Philippines, Vietnam and South Africa), represents the EbA project Vietnam in activities with other EbA projects in accordance with the Project Management.
- Assists the Project Management (Chief Technical Advisor/Technical Advisor) and National Project Director /National Project Coordinator of the EbA Project Vietnam in the coordination and communication with the project implementing partner ISPONRE and other partners
- Organises the knowledge management and monitoring and evaluation (M&E) of the project, and contributes to innovation.
Minimum requirements
- University degree (e.g. MSc, MA or MBA) in environmental policy, economics, ecology, environment or social sciences, natural resource management, climate change, land/forest management or laws.
- At least 5-7 years’ experience in the implementation of projects in the field of natural resources management, climate change adaptation and/or biodiversity conservation including the cooperation with government, possibly civil society and/or private sector
- Excellency in English in spoken and written form (certificate required)
- A solid understanding of national and international climate change policies with a special focus on natural resources and ecosystem services (e.g. water, coastal zone management, agriculture, forestry, fisheries, etc.)
- Experience in the design and implementation of trainings
- Strong communication and facilitation as well as writing and reporting skills
- Work experience in relevant donor organisations / development partners and/or NGOs in development or environmental issues
- Experience in government-specific planning, implementation, monitoring and reporting procedure
- Earlier work experience with GIZ is an asset
- Excellent command of MS-Office
- Excellent command of editing publications
- Communicative personality, high motivation and interest in development work
- Commitment to tasks and processes and willingness to occasionally work on weekends, frequent travel to project sites and abroad
